In 2020, the legislature funded each ESD to provide a network of support for school districts to develop and implement comprehensive suicide prevention and behavioral health supports for students, and supports for School-Based Threat Assessment programs and the Regional Comprehensive School Safety Center.
The goal of the NWESD School Safety Center is to support student learning by creating and promoting a physically, emotionally, socially, and academically secure climate for students, staff, and visitors. This is done through the requirements RCW 28A.320.125 and the cooperative work of the NWESD and School Districts.

Erin Bafaro, School Safety Program Manager
Erin joined the NWESD 189 in 2020 amidst the height of the pandemic. She is a licensed mental health counselor who turned her attention to school safety efforts; and loves being a part of regional work in keeping students and schools safe and successful.

Erum Mohiuddin, Comprehensive School Safety Coordinator
Erum Mohiuddin is the Comprehensive School Safety Coordinator at NWESD 189, providing guidance and consultation to districts and schools on developing high-quality emergency operations, school emergency preparedness, and disaster preparedness plans. She specializes in comprehensive safe school planning aligned with WA laws, ensuring student safety and well-being through emergency preparedness and crisis management.

Ashia Smock, Behavioral Health Navigator
Ashia joined the School Safety and Wellness Center in 2023. With her master’s degree in Social Work, she has worked in a variety of different roles based in early childhood education, mental health counseling, and school-based prevention/intervention and family support. Ashia is passionate about increasing access to behavioral health services and support for students as well as seeing real change and healing in the lives of children and their families.

Mike Luvera, Threat Assessment Coordinator
During his law enforcement career, Mike was trained and gained experienced in behavioral threat assessment. In August of 2024 Mike was honored to join the NWESD 189 School Safety & Wellness Center team. In this role, Mike supports our districts by conducting behavioral threat assessments as a component of keeping our schools safe.
